Job Description

Position Highlights:

The purpose of the Manager, Enterprise Portfolio Management (EPM) is to independently lead and oversee one or multiple portfolios and project delivery processes, while providing training, coaching and support to project sponsors, managers and teams. This role coordinates and partners with various levels of Leadership, Shared Services and Operational Leaders in driving and/or oversight of the scoping, translation, definition, prioritization, selection, funding, implementation, risk management and value realization of the strategic portfolio priorities, as directed by the Director, EPM. The Manager, EPM will contribute significantly to the intake, governance, analysis, prioritization, and other key inputs driving decisions regarding work plans, program and project execution, and strategy, as well as maturation of portfolio methodology within the department and across Moffitt.

This role is also responsible for leading project professionals whose primary purpose is to drive the implementation of projects and programs within the portfolio(s). The Manager, EPM serves as the key mentor to Program and Project Managers, and other EPM Roles. This role collaborates with the Director, EPM and Sr. Director, PPMO on strategy and long-range planning in support of the organization's maturation with regard to the delivery of sustainable change in support of the organization's strategic plan. The Manager, EPM provides insights, summaries, facilitation, and updates and is an active participant in Moffit's Strategy Governance.

Responsibilities:

  • Oversees and serves as asubject matter expert to EPM Team Members and customers in the application of portfolio, program, project and change management methodologies, techniques, and tools, including resource capacity planning and management.
  • Works with internal and external stakeholders with shared and divergent interests, function or matrix environment required.
  • Provide support within EPM for strategic thinking and problem solving, using systems thinking, fact-based and analytical approaches.'
  • Serve as a coach and mentor to EPM team members and challenging portfolios, programs and projects.
  • Serve as an Ambassador for PPMO (EPM and PEx teams).
  • Creates and executes required portfolio deliverables and revises as appropriate to meet changing needs and requirements. In addition, creates and manages portfolio lifecycles within PPM tool.
  • Collaborates with and supports the EPM on departmental initiatives, process improvement, education and communication efforts.
  • Serves as a liaison to EPM Team Members and partners, providing frequent communications and guidance.

EDUCATION/ LICENSURE/CERTIFICATION:

Minimum Required:

  • Bachelor's Degree -Field of Study: Business Administration, Healthcare, Project Management
  • PMP Certification

Preferred:

  • Master’s Degree in Business Administration, Healthcare, Project Management
  • Certified Prosci Change Practitioner
  • ACP (Agile Certified Practitioner)
  • CSM (Certified Scrum Master
  • Lean Six Sigma
  • PgMP

EXPERIENCE:

Minimum Required:

  • Minimum of nine (9) years in Project, Program, and/or Portfolio management which must include the following:
    • Minimum eight (8) years of related project and/or program management or related experience managin interdependencies between projects/programs ensuring resources, schedules, and budgets are aligned to ensure program level success.
    • Minimum of (5) years' leadership experience as supervisor, team lead, program manager, manager, or above, leading cross-functional teams
    • Minimum 5 years' experience managing and leading resources in a complex, matrixed environment.
    • Minimum of five (5) years' experience working in a client or patient focused environment,
    • Minimum of five (5) years' experience with information analysis, resource and capacity planning, problem solving, budgeting, team coordination, strategic planning, and quality management.
    • Minimum five (5) years' experience using an industry-standard Project Portfolio Management (PPM) tool.
    • Minimum five (5) years' experience within a formalized Project Management Office (PMO).
    • Minimum three (3) years' experience of Earned Value techniques and reporting.

Minimum Skills/Specialized Training Required:

  • Project Management Professional (PMP) certification required
  • Significant and successful experience with project management standardization, governance, and portfolio management leveraging multiple methodologies.
  • Ability to build strong stakeholder relationships and partnerships with all Moffitt departments and clinical programs.
  • Experience managing and leading resources in a complex, matrixed environment.
  • Passion, positivity, energy, personal accountability and a desire to lead others to excellence with limited guidance.
  • Display a positive, dependable and strong work ethic.
  • Ability to coach, mentor and lead team members at various levels, including ability to lead crossfunctional discussions and project reviews.
  • Ability to think proactively and independently, with limited guidance.
  • Have demonstrated performance as a Sr. Project Manager or Program Manager, leading and managing projects, small-scale programs or portions of larger, complex programs.
  • Proven conflict management skills and professionalism.
  • Exceptional verbal and written communication skills and facilitation skills including presentations to senior leadership, clinicians, peer groups, and team members.
  • Self-motivated and responsive, highly organized, analytical, results-oriented and attentive to detail.
  • Possess exceptional leadership and influencing skills at all levels of the organization.
  • Excellent interpersonal skills, including the ability to interface with and influence team members at diverse levels with different backgrounds and perspectives.
  • Ability to adapt and respond to ambiguity and changing circumstances and priorities (flexible during times of change).

  • Exceptional skills with MS Office suite of tools: Microsoft Excel, Visio, PowerPoint, and Word.
  • Project Portfolio Management software experience.
  • Proficient in using tools for process mapping and documentation.

Preferred Experience:

  • Experience using robust PPM tools (e.g. Planview, Clarity) for resource, schedule and budget management.
  • Knowledge and experience leading initiatives involving hospital operational processes (e.g. supply chain, finance, pharmacy, facilities, clinical, HR, etc.).
  • Knowledge of financial and accounting practices related to project management, ideally in a healthcare and/or nonprofit setting.
