The DCE is a new role at the Senior Engineer Level, intended to provide a single point of contact to participate in shaping the strategic direction and coordinating various activities of Center 7500 for Explosive Component Research, Development, Production and Integration; lead collaborations with domain partners; lead development of domain design guides; engage with domain PRTs to understand emerging concerns and issues and remain familiar with design direction; ensure issue resolution through coordination of resources for problem solving. The selected candidate will also engage with Program Chief Engineers (PCE), including involvement in technical assessment, technical reviews, and briefings.

Integrated roles with other PCEs and DCEs for this position will be called upon to:

  • Provide improved program execution through effective and efficient decision making
  • Acutely address gaps in staff and leadership experience, and force multiply our experts across nuclear weapon programs
  • Steward the next generation of experts with a community of mentors to grow and transfer Sandia’s unique nuclear weapon knowledge and expertise
  • Regularly engage with Program Chief Engineer and organizational lines to communicate information, risks, and concerns.
  • Identify, develop, and mentor next generation ETG staff and management
  • Better define the role of the DCE and work with other PCEs and DCEs across the Nuclear Deterrence (ND) mission area
  • Support and grow formal Technical Expert Networks (TENS) and Unleash Excellence Initiatives

Additional duties are to:

  • Be a technical voice for the Explosive Components domain to ensure adequacy and completeness of product technical requirements and performance
  • Serve as technical authority to determine adequacy of engineering/design reviews as assigned by the Center Director
  • Partner with Technology Maturation teams internal and external to ETG to help mature technology roadmaps and strategy across the Design Agency (DA) and Production Agency, and in coordination with systems and next assemblies to guide future direction for Explosive Components.
  • Provide, create, and/or direct training across the ETG by conveying expertise in Explosive Components technology, mission application, and historical perspective
  • Provide an expert voice to challenge and validate technical design decisions within their assigned domain through deep involvement with design teams, design reviews, and peer reviews. This includes:
  • Determining peer review needs for Explosive Component development and production work
  • Increasing the utilization of external peer reviews by developing a network of well-informed external advisors
  • Leading peer reviews for research, development, and production programs within the ETG
  • Leading process and developing tools for technology down select decisions
  • Support teams within ETG to ensure technical decisions are sound, risk informed, and balanced with schedule and cost
  • Advise ETG leadership (Department Management, Senior Management and Center Director) to drive sound, risk-based decision making
  • Analyze data to identify trends, communicate concerns, and work with management to direct necessary resources to realize continuous improvement across the ETG; sponsor improvement activities and drive these activities to completion
  • Drive changes in qualification philosophy to make better use of evidence beyond testing data (modeling and simulation, similitude, and demonstrations outside the risk posture of a development program)
  • Own an appropriate suite of guides, standards, and procedures for design work
  • Play a leadership role in the ETG Management Team as well as in the Center 7500 Distinguished Staff/Technologist Council (D-Council)

Success in this role will result in demonstrated gains in agility, reduced time, and cost to realize product, reduction in technical/programmatic issues during production and development, improved quality and manufacturability, and progress in other transformational initiatives within ND (Digital Engineering, Advanced Manufacturing, use of Artificial Intelligence/Machine Learning, etc…)

Due to the nature of the work, the selected applicant must be able to work onsite.

Qualifications We Require:

  • Master's degree and/or PhD in a relevant STEM discipline
  • Twelve or more years of relevant ND experience
  • Direct experience in the design, development, and production of Explosive Components
  • Current and active DOE Q security clearance

Qualifications We Desire:

  • Experience working high profile issue resolution that involves executive level internal stakeholders as well as external entities.
  • Previous experience leveraging effective working relationship with other sites in the complex (DA and/or PA)
  • A broad network within Sandia’s ND weapons community
  • A broad network within Sandia’s S&T community
  • Broad understanding of the Sandia ND mission and its interfaces and responsibilities with the NNSA and the Nuclear Security Enterprise (NSE)
  • Experience conceiving, developing, and leading cross-organizational technical programs/projects/teams
  • Prior or existing working relationships with NNSA and with DoD elements supporting modernization programs
  • Strong interpersonal skills and the ability to work well in a team environment, with the ability to clearly communicate solutions and path forward
  • Excellent communication skills including the ability to prepare clearly written reports and briefings

About Our Team:

The Explosive Technologies Group (ETG) is responsible for the research, design, qualification, production, surveillance, evaluation and testing of Explosive Components, Explosive Materials and Explosive Devices in support of the Nuclear Deterrence Mission, including broad National Security Priorities. Our workforce and expertise in explosive technologies is unrivaled. Our culture of safety, innovation and continuous improvement ensure we will be even more capable tomorrow than we are today.

Posting Duration:

This posting will be open for application submissions for a minimum of seven (7) calendar days, including the ‘posting date’. Sandia reserves the right to extend the posting date at any time.

Security Clearance:

Position requires a Department of Energy (DOE) Q security clearance to start, or equivalent active security clearance with another U.S. government agency (e.g., DOD). Sandia is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants for employment need to be able to maintain a DOE Q-level security clearance, which requires U.S. citizenship. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Applicants offered employment with Sandia are subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment.
