Bidder Eligibility:

NNSA Requirements for MedPEDs:

If you have a Medical Portable Electronic Device (MedPED), such as a pacemaker, defibrillator, drug-releasing pump, hearing aids, or diagnostic equipment and other equipment for measuring, monitoring, and recording body functions such as heartbeat and brain waves, if employed by Sandia National Laboratories you may be required to comply with NNSA security requirements for MedPEDs.

If you have a MedPED and you are selected for an on-site interview at Sandia National Laboratories, there may be additional steps necessary to ensure compliance with NNSA security requirements prior to the interview date.

Salary Range:

$208,400 - $354,500

*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.

Are you passionate about national security and dream of leading a dynamic team to explore innovative solutions to some of the nation’s most challenging problems? We are seeking a Senior Manager (job title: Senior Manager, R&D Scienc SG.)

The Cyber & Digital Assurance Group is composed of five cyber security departments that conduct research, develop tools and methods, and work closely with customers to assure verification of high-consequence digital systems and to support cybersecurity of enterprise and weapons systems. We serve as local domain experts for Sandia/CA nuclear weapon system and component organizations, and as Sandia resources for cybersecurity operations, as well as for digital formal verification, rigorous cyber experimentation, and cyber risk assessments. We engage throughout the design-to-retirement lifecycle, and actively manage research collaborations with academic institutions. We are dedicated to supporting cybersecurity of Sandia and government systems, and digital assurance of a flexible and responsive nuclear deterrent that remains robust to an evolving environment.

You will lead and manage program interfaces, strategy development and implementation, and manage the effective execution and delivery on a diverse portfolio of work. You will manage key interfaces to deliver to ND programs in partnership with other cyber organizations. Specifically, you will interface with the modernization and Advanced & Exploratory programs to ensure delivery of cyber and digital assurance capabilities to these programs. The selected candidate will lead the Nuclear Enterprise Assurance (NEA)/Nuclear Weapon Digital Assurance portfolio, lead modernization engagement and monthly meetings for the ND Cyber Integration program, and participate on the Lab Cyber Strategy leadership team. The group’s activities include strong partnerships with organizations across the laboratory in both Livermore and Albuquerque, including enterprise and national security cyber programs, electrical and computational sciences, and Independent Technical Assessment, which necessitates solid relationship building with leadership in those centers as well as with the rest of the Computation and Analysis for National Security Center- ORG 8700.

On any given day, you may be called on to:

  • Team across the Labs with key Center Directors and their leadership teams to develop and execute digital assurance and cyber strategies to impact current and future ND missions
  • Establish, maintain, and strengthen partnerships with cyber, enterprise, electrical sciences, and computing R&D organizations across the Labs with other national laboratories, as well as with internal and external customers
  • Engage with key internal partners in Nuclear Deterrence organizations to deliver cyber and digital assurance capabilities to Stockpile, Advanced & Exploratory, Modernization programs across components and systems
  • Craft and execute workforce development plans including recruiting, hiring, retention, career development and performance assessment for multiple managers and staff, and facilitate the transfer of knowledge and skills from experienced to earlier career staff
  • Provide leadership for the group and be accountable for negotiated execution and desired outcomes
  • Foster a culture of inclusion and take an active leadership role in modeling and growing values in diversity, equality, and inclusion
  • Mentor and provide professional development to the managers and staff on your team
  • Work with your management team to anticipate and resolve operational, personnel, safety or security issues
  • Engage technically across the center and division to understand and represent the work
  • Meet with key customers and other partners, locally or at remote locations to maintain and build relationships and programs

Due to the nature of the work, the selected applicant must be able to work onsite; remote work will not be considered. The preferred work location for this position is in Livermore, CA; Albuquerque, NM may be considered with regular travel to CA.

Qualifications We Require:

  • An advanced degree (MS) in engineering, computer science, mathematics, or related technical field plus 6 years related experience
  • Five or more years demonstrated leadership and/or managerial experience
  • Ability and willingness to travel regularly (~25%) in support of programmatic and scientific objectives and partnership development
  • Active DOE Q-level security clearance (or equivalent) and ability to acquire an SCI clearance, which may require a polygraph test

Qualifications We Desire:

  • PhD in engineering, computer science, mathematics, or related technical field
  • Experience managing basic R&D and transitioning research to meet mission needs
  • Experience with program management involving sensitive information such as national security programs and classified information
  • Demonstrated ability to integrate a diverse workforce while building an inclusive, collaborative environment
  • Experience working with ND and/or Cyber mission spaces
  • Professional-level interactions with technical societies, conferences, and academic institutions
  • Demonstrated history of external technical publications, presentations, and leadership
  • Excellent written and verbal communication skills
  • Demonstrated interpersonal skills in developing trusting relationships and partnerships among peers, staff, management, and customers
  • Proven ability to develop and motivate employees, handle personnel issues and resolve conflict in a positive manner
  • Proven experience leading high performing teams, creating a positive and high-trust teaming environment
  • Active SCI clearance

Security Clearance:

Sandia is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Position requires a Department of Energy (DOE) Q security clearance to start, or equivalent active security clearance with another U.S. government agency (e.g., DOD).
