Summary

The Director, Accounts Payable is responsible for all aspects of the strategy, development, deployment, and management of Accounts Payable functions for Baylor College of Medicine. The Director works cross-functionally and collaboratively with all BCM stakeholders; missions, departments, and supply chain services to ensure disbursements align with overall BCM strategic and financial objectives. Within the Disbursements department, the Director is responsible for development of policy, operational strategies, and business plans while ensuring that BCM's Accounts Payable processes adhere to Uniform Guidance, as well as other state, local, and federal regulations. This position reports to the VP of Supply Chain Services.  This position is eligible for an annual performance-based bonus.

This position leads the end-to-end Accounts Payable processes starting with receiving invoices from suppliers and service providers, through ensuring disbursements are aligned with the legal, finance, risk management, and compliance efforts of the College.

The Director, Accounts Payable will manage a team of 15 invoice-processing/verifying teammates including activity in Concur. This role will develop the Accounts Payable roadmap for transformation and will be expected to lead the function with uniform procedures across the segment. The position will develop plans and create the infrastructure, skill set, and capabilities to deliver a best-in-class disbursements mechanism for the college. This position serves as the point-of-contact to vendors, mission leadership, and executives and acts as liaison with legal and finance departments for accounts payable considerations.

This position requires an individual keenly familiar with data analysis, trend identification, and banking/ACH procedures. This position requires heavy presenting - creation and delivery. The Director, Accounts Payable will create and deliver college-wide Lunch & Learns (virtual), and will present to top-level Executive leadership (virtual and in-person), so comfort with presentations is a must.

This position is eligible to work hybrid within the Greater Houston, TX area with occasional onsite as needed.

Job Duties

  • Develop a roadmap for transforming the Accounts Payable function.
  • Build an organization that is best-in-class with lean processes.
  • Create a customer-centric Accounts Payable service delivering new value across all BCM missions.
  • Measure and report employee and customer satisfaction with the BCM A/P function.
  • Develop disbursement metrics with well-defined key performance indicators and report quarterly.
  • Create well defined disbursement procedures that protects the college legally and financially, and ensure compliance with Uniform Guidance and all federal, state, and local regulations.
  • Collaborate with vendors and BCM technology partners to identify automation and process needs, support software integration, and ensure successful implementation of SAP S4 Hana as applied to disbursements.
  • Reimagine the end-to-end Accounts Payable processes, creating standard verification practices, and build/develop a strong team with the skillsets for over-all success of the department.
  • Develop strong working relationships with colleagues in the college's three missions, Clinical, Education, and Research providing support and expertise to become a trusted partner.
  • Interface with internal customers and grants accounting groups on payables for both grant funded buying and sponsored research including FAR compliance.
  • Benchmark BCM Disbursements with other medical and healthcare industry providers.
  • Maximize the use of GPO agreements across all BCM affiliates and strategic partners.

Minimum Qualifications

  • Bachelor’s degree.
  • Eleven years of directly related experience with four years of supervisory experience.

Preferred Qualifications

  • Master’s degree and seven years of directly related experience with four years of supervisory experience will also be considered.
  • Progressive leadership experience in a highly decentralized organization.
  • Management experience and Accounts Payable authority in an organization with more than $150M annual spend.
  • Extensive experience with P2P processes, tools, metrics, analytics and reporting with a track record of building out and managing the end-to-end Accounts Payable value chain. Tools include SAP S4 Hana, Jaggaer, McKesson, and other supply chain automation software.
  • Proven track record in creating well defined procedures and best practices to include compliance with Uniform Guidance, FAR, and other federal, state, and local regulations.
  • Ability to analyze the entire BCM spending-map and supplier details and identify opportunities for consolidations or restructure of processes to provide new value.
  • Well-versed in creating a consistent package for reporting and business impact.
  • Executive presence, judgement, and positive track record in leading a dynamic organization.
  • Polished communication style and capability to collaborate with and present to executive management.
  • Possess the highest personal integrity and business ethic, with respectful communications with colleagues and direct reports.
