Job Description

Coordinate and manage all audit-related activities for the Voting System Technical Oversight Program (VSTOP). The position requires the supervision of Graduate Assistants and Student Assistants engaged in audit-related activities; maintenance of audit-related documents to ensure secure and convenient retrieval of information; attendance of meetings, conferences, workshops, seminars, and training sessions as assigned. Travel is required.

Job Function:

Coordinate and manage all audit-related activities for the Voting System Technical Oversight Program (VSTOP). The position requires the supervision of Graduate Assistants and Student Assistants engaged in audit-related activities; maintenance of audit-related documents to ensure secure and convenient retrieval of information; attendance of meetings, conferences, workshops, seminars, and training sessions as assigned. Travel is required.

Minimum Education:

Bachelor’s degree in mathematics, statistics, actuarial science, computer science, a social science, business, or a related field from an accredited college or university. A Certificate in Election Administration, Technology, and Security (CEATS) and at least one year of experience in election administration will be considered in lieu of a Bachelor’s degree.

Preferred Education:

Master’s degree in mathematics, statistics, actuarial science, computer science, a social science, business, or a related field from an accredited college or university OR two or more years of experience in lieu of the preferred degree.

Minimum Experience:

Background in analyzing data and interpreting results.

Preferred Experience:

At least two years of experience in the application of statistical methods and the interpretation of results. Two years of experience in an organization or program focused on election technology (voting systems, electronic poll books).

Duties and Responsibilities:

  • Oversee, develop, coordinate, and carry out all Post-Election Audit activities for the State of Indiana. The incumbent will be responsible for following and implementing audit protocols under Indiana Election Code (IC 3-12-13-3) that makes use of statistical methods and is designed to limit to acceptable levels the risk of certifying a preliminary election outcome that constitutes an incorrect outcome.
  • Oversee, develop, coordinate, and carry out all Random Audit activities on election systems in the State of Indiana. The incumbent will be responsible
    for following and implementing audit protocols under Indiana Election Code (IC 3-11-16-4) to utilize statistical methods for the random selection of one-tenth (1/10) of 1% of all voting systems and electronic poll books in the Election Systems Inventory Database for testing in each odd-numbered year.
  • Oversee, develop, coordinate, and carry out all Anomaly Reporting activities for the State of Indiana. The incumbent will be responsible for following
    and implementing reporting protocols under Indiana Election Code (IC 3-11-17-7) to ensure that election system vendors report any anomalies or problems experienced on voting systems or electronic poll books to the Indiana Secretary of State Anomaly Reporting Platform.
  • Advise the VSTOP Co-Directors and Manager on all legislation and recommend amendments to legislation pertaining to audit-related activities.
  • Advise the VSTOP Co-Directors, Manager, and Specialists on policies, procedures, and best practices regarding audit-related activities.
  • Coordinate and communicate with the Indiana Secretary of State, Indiana Election Division, election system vendors, and county election administrators regarding auditing procedures and requirements.
  • Coordinate with the VSTOP Co-Directors, Manager, and Specialists on all audit-related projects and election system technical data and functionality.
  • Collect data and interpret the results of all audit-related activities.
  • Prepare reports for the Indiana Secretary of State, Indiana Election Division, and/or Indiana Executive Council on Cybersecurity on all audit findings and recommendations.
  • Organize and maintain all audit-related documents to ensure secure and convenient retrieval of information.
  • Attend meetings, conferences, workshops, seminars, and training sessions as assigned.
  • Travel when necessary for audit-related activities.
  • Perform other related duties as assigned.
  • Implement the legal requirements outlined in the VSTOP Grant Agreement with the Indiana Secretary of State and the Indiana Election Code regarding audit-related activities.
