Job Description

This position is to serve as the Regional Operations Manager for The Department of Energy (DOE) National Nuclear Security Administration (NNSA) Radiological Assistance Program (RAP) Region 5. RAP, part of the Nuclear Emergency Support Team (NEST) is the Nation’s premier first responder organization for assessing radiological incidents. RAP advises federal, state, local, and tribal public safety officials, first responders, and law enforcement personnel on steps to protect public health and safety or the environment during incidents involving radioactive materials. This position has responsibilities to:

  • Manage and lead the Radiological Assistance Group to maintain and grow on-going research and expertise in the area of national preparedness, emergency management, and disaster response.
  • Oversee day-to-day operations and readiness of the RAP team. Ensure Argonne personnel on RAP 5 are ready to respond in compliance with DOE/NNSA requirements, orders, and directives as well as Argonne policies and procedures.
  • Work with DOE Sponsors, other National Laboratories, and industry partners to develop collaborations.
  • Participate in training, drills, and emergency responses as part of a 24/7 capability. Obtain and maintain qualification as a RAP Team Captain.
  • Provide advanced R&D technical expertise in radiation protection and operational health physics.
  • Serve as first-line manager with responsibility for supervising and mentoring RAP full-time staff.
  • Interface closely with the on-site federal Sponsor/Regional Program Manager (RPM) for research priorities and strategic direction.
  • Coordinate with other laboratory personnel including the Department Manager, Counterterrorism and Counterproliferation (CTCP) Relationship Manager, and laboratory operations (e.g., facility representatives, health physics, property management) on RAP activities.
  • Manage and maintain program documents including budgets, safeguards & security plans, radiation protection plans, and other required reporting.
  • Serve as the Facility Safety Representative for the RAP deployment facility.
  • Recruit and retain volunteer team members from other laboratory departments and divisions.

Position Requirements

To be considered you must have:

  • Expert knowledge of health physics and radiation protection theory and practice, the measurement and analysis of ionizing radiation and radioactivity, radiation protection standards, emergency procedures, and decontamination and decommissioning procedures is required.
  • Comparable experience working as a member of a Nuclear Emergency Support Team (NEST) component or comparable experience in specialized nuclear/radiological emergency response.
  • Demonstrated written and oral communication skills to effectively communicate with subordinates, sponsors, external partners, volunteer team members, and operations functions (e.g., facility representatives, health physics, property management). Outstanding interpersonal skills.
  • Ability to make good judgments and decisions in emergency situations with limited information.
  • Ability to communicate assessment of radiological data to non-technical decision makers in an emergency situation.
  • Experience managing requirements- and standards- based operations, preferably in a DOE lab, plant, site, or office.
  • Experience in managing, directing and mentoring staff.
  • Experience in setting goals, assessing research needs to further the sponsorship of the Team’s research and expertise.

Other:

  • Selected candidate will be required to obtain and maintain a Q/SCI clearance and must be a U.S. citizen. Please see http://www.state.gov/m/ds/clearances/c10978.htm for more information about requirements for obtaining a security clearance process. A current Q clearance is desirable.
  • Previous or current Certified Health Physicist (CHP) is desirable.
  • This position supports off-site deployments which may last multiple days and include extended shifts and after-hours work under potentially adverse conditions.
  • This position requires the use of respirators, lifting of 30 pounds, loading equipment, and prolonged physical activity
  • This position requires work in suspected radiation environments. Ability to work in a radiologically contaminated environment;  successful candidate must pass Radworker Training.
  • Ability to travel domestically for up to two weeks at a time.
  • Ability to travel within the United states without advanced notice.
