Argonne National Laboratory is inviting applications for the position of National and Cyber Security Information Sciences (NCSIS) Department Manager for the Strategic Security Sciences (SSS) Division. The Department Manager will be responsible for leadership of the multi-program, multidisciplinary National and Cyber Security Information Sciences (NCSIS) Department comprised of over 50 employees, managing and leading several groups to ensure the effective execution of significant and complex mission-oriented projects requiring scientific and technological innovation. The NCSIS Department Manager will lead and coordinate the Department’s strategic priorities aligned with the Division, Directorate, and Laboratory strategies and develop new programs and initiatives in collaboration with other leaders while conducting original, ground-breaking research aligned with our mission areas.

The purpose of this role is to lead and manage the multidisciplinary National and Cyber Security Information Sciences (NCSIS) Department that addresses cyber threats and enables mission-critical operations. Research areas include modeling, simulation, and data analytics for a range of security applications, including transportation logistics and supply chain security; proactive cyber defense and situational awareness; critical infrastructure cybersecurity; autonomous systems; knowledge discovery and knowledge management systems; reasoning systems; and workforce development.

  • Execute administrative functions of line management for a department composed of five groups.

  • Develop and administer budget, schedules, and performance standards (as appropriate), including development/mentorship of staff.

  • Provide oversight of laboratory and facility operations and activities, to ensure compliance with all safety and security policies and procedures.

  • Provide managerial oversight of classified programs relating to cyber security and strategic operations.

  • Report programmatic progress and management activities directly to federal sponsors, senior Division management, and, as needed to Nuclear Technologies and National Security Directorate leadership.

  • Work with Department group leaders, principal investigators, and program leads to innovate and develop new programs, prioritizing multi-disciplinary and cross-organizational collaborations.

  • Collaborate with the Division leadership team to expand capabilities and capitalize on opportunities to provide technical and scientific subject matter expertise for federal sponsors.

  • An estimated 20% of work focused on Department management and administration.

Position Requirements

  • Comprehensive leadership and management skills necessary to define, communicate, and implement the Department’s strategic priorities aligned with Division/Directorate/Laboratory strategy.

  • Experience managing multidisciplinary research teams and individual scientists, including assessing the technical capabilities of individuals and matching individuals to tasks.

  • Comprehensive technical expertise and/or domain knowledge in one or more specialized areas: computer science and engineering; advanced cyber security methods and technologies; information technology management; software engineering; modeling and simulation; computational science and engineering; future computing systems and security.

  • Knowledge of research programs and priorities of the Department of Energy Office of Cybersecurity, Energy Security, and Emergency Response; Department of Energy/National Nuclear Security Administration; Department of Homeland Security; and other federal sponsors.

  • Experience identifying new research areas, developing, and marketing proposals, and building trusted sponsor relationships.

  • Experience in managing large-scale programs to ensure quality projects are done on time and within budget, with the ability to clearly and effectively speak to results.

  • Strong communication skills with a track record of building and sustaining consensus and collaboration among key stakeholders (internally and externally), especially interacting and coordinating sponsoring organizations.

  • This level of knowledge is typically achieved through a formal education and a Ph.D. or M.S. degree in computer science/engineering, software engineering, cybersecurity, information technology management, system administration, and at least 15 years of practical experience or equivalent.

  • Must have or be able to obtain and maintain a Q clearance and possibly higher-level clearance.
