The Associate Vice President of Information Technology Services provides leadership and guidance to plan, organize, and develop technology resources, and solution development and adoption in achieving the goals and mission of the College; including assessment for their impact towards achieving the goals and mission of the College, using the highest ethical standards.

The Associate Vice President works expeditiously and diligently on behalf of the institution while operating with a data-informed and equity-focused approach to enhance student access and enrollment in collaboration with multiple internal and external stakeholders.

ESSENTIAL FUNCTIONS:

Develop and maintain strong working relationships with all assigned department/area supervisors.
Develop and maintain strong working relationships with all other areas of the College, including but not limited to the President, senior administrators, faculty, and staff in the leadership, planning, and organizing of the Information Technology Services of the College.
Responsible for the oversight and effective operation of all areas of the College's Department of Information Technology Services, including but not limited to, training of staff and personnel, on-premises and cloud-based applications, network services and infrastructure, cyber and physical security, software evaluation and deployment, telecommunications, equipment purchase and repair, computer labs and classrooms, user support services and project management, Desktop and Client Services, ERP Management, APP Development and Support, and Network and Telecommunications.
Deploy and monitor cyber-security training throughout the campus.
Conduct ongoing assessment, planning, and oversight of academic, administrative and business systems to ensure they meet institutional needs and requirements. Including, but not limited to, evaluation of systems to enhance data security and facilitate risk management, disaster recovery and business continuity planning including the development and implementation of processes and procedures to review these on a regular basis.
Ensure proposed technology investments brought to the President and Vice President for consideration support the institutional strategic plan and priorities including system implementations, upgrades, maintenance, and conversions.
Review, modify, develop College Policies in consultation with the President, President's Cabinet, General Counsel, and others to ensure compliance with all relevant laws and regulations, alignment with the College's overall strategic plan, and ensuring a student focused and equity-minded approach.
Share responsibility for student access, completion, and post-completion success by collaborating with academic and student services to ensure that the current technological resources and processes are fully aligned with student success goals and activities and make recommendations focused on ensuring future and/or additional technological resources and processes are fully aligned with equitably enhancing student access, completion, and post-completion success in a data-informed manner.
Maintain current knowledge of laws, codes, ordinances, regulations, and pending legislation, relative to areas of responsibility.
All reporting, external and internal, necessary for local, state and/or federal compliance in assigned area(s).
Exhibit fiscal responsibility and accountability in the development and management of budgets; maintain and oversee budgets and planning, and perform budget revisions and reports as necessary.
Participate in institutional management, policy development, college advancement, and strategic planning.
Work with the AVP of Labor Relations and/or General Counsel to ensure compliance with Collective Bargaining Agreements, local, state, and/or federal law, as assigned.
Assist in a confidential capacity in personnel administration and disciplinary procedures, as needed.
Serve on committees as appointed.
Meet with and brief the Board of Trustees and/or with individual trustees when required.
Provide the President, President's Cabinet, the Board of Trustees, and general and outside counsel with confidential information and advice in the performance of duties as a direct College representative during negotiations and contract administration with the collective bargaining representatives of College employees, pursuant to the Taylor Law of the State of New York, as needed.
Participate directly in labor negotiations when necessary.

Requirements:
EDUCATION AND EXPERIENCE:

Bachelor's degree in technology, computer science or a related field.
Ten (10) years successful leadership experience in management, strategic planning, organization and design.
Experience in leading IT transformational initiatives in complex and dynamic environment.
Experience managing administrative student information system in higher education.
KNOWLEDGE, SKILLS, AND ABILITIES:

Familiarity with the mission, goals, and objectives of the College.
Familiarity with issues in higher education.
In-depth knowledge of best practices in all areas of responsibility.
Ability to be transformational, while also addressing the traditional needs of the College.
Possessing highly developed and innovative problem-solving, analytical and organizational skills with the ability to multi-task.
Knowledge and skill in identifying problems, analyzing data, and making recommendations.
Knowledge and skill in acquiring, allocating, and managing resources.
High level of emotional intelligence and energy.
Excellent oral, written, presentation, and interpersonal communication skills.
Ability to interpret, apply and explain rules, regulations, policies, and procedures.
Ability to develop collaborative relationships with students, faculty, administration, and internal and external constituencies, including county and state political leaders.
Ability to manage and adapt to change, make difficult decisions, encourage conflict resolution, and assure employee and department accountability.
Strong Management skills.
Ability to work effectively with ethnic, cultural, and socially diverse student populations.

Additional Information:
PREFERRED EDUCATION AND EXPERIENCE:

Master's degree in a technology specialty, business administration, or a related field.
Experience working at a Community College.
Experience working with integrated enterprise systems for accounting and financial reporting used in Higher Education, including but not limited to Banner.
Experience working in a unionized environment.
